e-Learning training of the employer / authorized personnel
E-Learning is a method of learning with the help of computers and the Internet, the advantages of which are:
- enables quality participation in training even when there are problems due to dislocation, shift work, schedules and similar circumstances
- enabled the simultaneous participation of a large number of users
- it is available 24 hours a day, which allows users to choose when and how to access training
The employer's authorized person is a person who is employed by the employer, and to whom the authorization to perform certain occupational safety tasks has been transferred in writing. Considering that due to his many obligations, the employer cannot be physically present at every workplace and therefore cannot take care of all obligations in the implementation of safety at work by himself, the Law on Safety at Work stipulates the possibility that the employer can carry out certain tasks of safety at work transfer to their authorized persons. The transfer of authority means the transfer of the right to independent decision-making and the implementation of the decision, as well as the transfer of responsibility for (failure to) undertake. Authorized persons, depending on the type of their authorization, become responsible persons in case of violation of regulations. The responsibility of the authorized person derives from his rights and obligations, and is limited precisely to the content and scope of the authority transferred to him by the employer.
Authorized employers should undergo training in accordance with the provisions of the Ordinance on on-the-job training and taking a professional exam (Official Gazette 112/14).
If the employer has not transferred the implementation of safety at work to an authorized person, and participates in the training of workers to work in a safe manner in the form of signing the practical part of the worker check on the ZOS form, then the employer should be trained in safety at work in accordance with the provisions of Art. 8 to 10 of the Ordinance on on-the-job training and taking a professional exam (Official Gazette 112/14).
